Abilities can level up.
Examples
Multi-Strike: Attack X extra times. (based on level)
Deflect: Attacks that would hit this unit hit a random ally instead.
Fear: Hitting a unit causes fear, making them unable to attack.
Elemental Reduction: Reduce elemental damage taken by X (based on level).
